| Primarily the [ConFed] tag is reserved from High Command, JCOS and other higher ranks in the clan. In saying that atm there are a lot of [xCFx] tags within those ranks.
Following that its a first come first served basis.
The best way I can suggest is to keep an eye on your rank within the clan and be active in asking for promotions, make it clear you would like to be changed to that tag and I am sure High Command will notice your activity and be able to help.
Option two is to wish upon a star.

| You can get promotions each week you just need to ask for your promotion. Being active will get you the tag and other benefits, for example we are looking at launching ship wars again soon and the higher your rank the more opportunities you will have, hell if you make it to Captain you may even be given your own ship and crew from the clan.
As JD said you could also go straight to officer which has many of its own perks as well.
Being an active member of the clan is the key! Look at me, one year ago I was a dirty recruit, now I am a clean cut shiny Admiral in command of half of the clan. I also have the [ConFed] tag that I really wanted...
