Awards - Automatic Service Cross

| Hello,
Remo I need you to make it so that a Blue Service Cross will be automatically awarded for each month a member is in ConFed. Once 12 Blue Service Crosses are obtained, they will be replaced with a Gold Service Cross which signifies 1 Year.
Also, if you could figure out a way to issue all the back logged service crosses (which have never been issued before) that would be great too. I want to make sure everyone is up to date from the day they joined.
